What is gel pens used for?
A gel pen uses ink in which pigment is suspended in a water-based gel. Because the ink is thick and opaque, it shows up more clearly on dark or slick surfaces than the typical inks used in ballpoint or felt tip pens. Gel pens can be used for many types of writing and illustration.

Do gel pens smear?
Gel ink, developed in the 1980s, is a hybrid of oil- and water-based inks: Gel pens are water-resistant like ballpoints but write with the smoothness of roller balls. They're fade-proof and thus good for archival projects, but they smudge egregiously before they dry.

What is the clear stuff in a gel pen?
The gel at the end of the ink column is called as 'stopper fluid'. Basically gel pen's ink is a suspension of color particles in a water based gel, unlike the dye-alcohol thing in ballpoint pens. This thick and opaque gel-based ink can leak from the backside of the refill.
